    Food Establishment Plan Review & Menu Packet

  • A plan review must be submitted, reviewed, and approved before:

    A new establishment is being constructed; or when an existing establishment is reconstructed, remodeled, renovated; or when there is an addition(s) to an establishment.

    It is strongly recommended that these baseline items be addressed first to avoid any issues that may delay your project.

    • Permits - Contact the building department to find out if this project requires any permits.
    • Water System - Secure proof that drinking water will be obtained from an approved water system.
    • Wastewater - Demonstrate plan to dispose of sewage through an approved facility that is public or through an individual system that has been properly designed.
    • Lands - Contact the property landlord beforehand to find out whether or not a special use permit or other permission is required.

    Plan Review Process

    1. Plan Creation & Submission - A plan review including a layout drawing with specifications must be submitted to TriCounty Health Department at least 30 days before the start of construction.
    2. Plan Review - Upon receipt of plans, application, and fees, the project will be logged and the plans will be reviewed at the earliest time allowed. The plans submitted may require revisions or even resubmission. Approval is subject to state codes and is not guaranteed.
    3. Approval - Once the review process has been completed, a letter granting approval to construct will be issued and construction may begin. Permits from the building department are not equivalent to TriCounty Health Department's approval and vice versa. 

    We encourage applicants to schedule a preliminary review meeting between TriCounty Health Department, the establishment owner, architect, and contractor in order to coordinate all the components that have to be brought together in the final plans and specifications.

    • Layout Drawing - The establishment floor plan must be drawn to scale with a straight edge and in permanent ink. The location of all equipment/fixtures such as shelving, counters, and seating need to be included. Details on water, plumbing, wastewater and gas distributions must also be illustrated.
    • Specifications: Information on ventilation, lighting, electrical plans, doors and windows must be verified. These things can be submitted as a separate upload.
